  Nick Lyon

  Chief Deputy Director of the Michigan Department of Community Health

  As Chief Deputy Director for the MDCH, Nick oversees day-to-day operations of the department's Medical Services Administration, which manages the state's Medicaid program; the Public Health Administration, which manages the state's efforts to improve and protect the public health; and the Mental Health and Substance Abuse Administration, which manages the state's efforts to assist citizens that are mentally ill, along with MDCH's overall business and financial operations.

  Nick previously served as Deputy Director of the Operations Administration from November, 2010 until his current appointment. In that capacity, he was responsible for the development and implementation of the $14 billion budget for all Medicaid, Mental Health, Public Health, and other DCH programs. He had previously served in this position from 2003 until his 2008 appointment to the Deputy Director of the Health Policy and Regulation Administration.

  Prior to joining the Michigan Department of Community Health, Nick served as the Director of the Office of Budget Development and General Government within the State Budget Office and as the Finance Officer for the Department of Attorney General.

  Nick earned a Bachelor of Arts degree in Economics and Political Science from Yale University in 1990.

  Michelle E. Billingsley

  Vice President, Business Intelligence & IT Delivery

  Michelle Billingsley is vice president of Business Intelligence & IT Delivery for Blue Cross Blue Shield of Michigan. Michelle is responsible for leading Information Management which provides data warehousing and technical support for enterprise reporting/analytics. Additionally, she leads areas within Information Technology dedicated to supporting the Health Care Value division.

  Since joining BCBSM in 2002, Michelle has worked on a number of information technology development projects in support of a variety of business areas and key corporate initiatives, including the Michigan Operating Systems (MOS) program migrating BCBSM local business to the NASCO platform. In recognition of her contributions to BCBSM IT, Michelle received an IT Accomplishment Award in 2007 and CIO Award in 2009.

  Prior to joining BCBSM, Michelle held roles focused on technology delivery with a number of organizations, including Youngsoft, CAPE Health Plan and Wayne State University. She also instructed information technology courses at Baker College, Detroit College of Business and Wayne State University College of Continuing Education.

  Michelle is currently a member of the Southeast Michigan American Diabetes Association community board. She is also a member of Leadership Detroit's Class XXXIV, and the executive advisor to the BCBSM National Management Association chapter.

  Michelle earned her bachelor's degree in computer science from Western Michigan University and completed her Master's of Education in instructional technology at Wayne State University.

  Sankar's previous roles include: Senior Managing Consultant at IBM Global Business Services, Business Analytics and Optimization practice, Director of Business Intelligence Practice at Accretive Solutions, an Executive Search and Consulting Premium Boutique firm, Program Manager, Datawarehouse and Analytics for Keane Inc. Earlier in his career, he has worked with various companies to setup their offshore operations and create Advanced Analytics Hubs.

  Mark J. Menard is an IT Professional with extensive experience and management skills and has worked for a Chrysler LLC for 30+ years. A high energy, fiscally conscious, and goal-driven technology executive, he is currently responsible for the development and management of software products produced by the company supporting Quality and Infotainment. Mark's technical background has a strong foundation in retail and product solutions.

  Laura Appel

  Senior Vice President, Strategic Initiatives

  Laura Appel is senior vice president, Strategic Initiatives for the Michigan Health & Hospital Association. In this role she works at on a variety of issues including delivery system reform, data and transparency, and state and federal advocacy.

  Prior to coming to the MHA, Ms. Appel was the staff director for the Democratic policy staff for the Michigan House of Representatives. She also spent 12 years as a legislative policy analyst and did regulatory work for the Michigan Insurance Bureau, now the Department of Insurance and Financial Services.

  Since joining the MHA staff in 2000, Ms. Appel has helped broaden the Critical Access Hospital designation through state legislation, generating more than $110 million in reimbursement and successfully added language to the Affordable Care Act on implementation of evidence-based patient safety and quality interventions. In 2013, Ms. Appel was part of the MHA team that worked to achieve the authorization for Michigan's Medicaid expansion. To date 400,000 people are covered under the expansion.

  Ms. Appel has a bachelor's degree in economics from the University of Michigan, Ann Arbor, MI. She is a candidate for an MBA certificate in Design and Innovation management, spring 2015.

  Rishi Jaitly

  Director, Twitter India & Southeast Asia

  Rishi Jaitly is responsible for leading Twitter's operations and growth across South and Southeast Asia, including in India and Indonesia. Prior to joining Twitter in 2012, Rishi was Detroit Program Director of the Knight Foundation where he led a wide range of social entrepreneurial activity across Southeast Michigan. He was also Co-Founder and Executive Director of Michigan Corps, a technology platform enabling Michiganders everywhere to support change agents across Michigan through new programs like Kiva Detroit. Earlier in his career, Rishi was at Google where he led public-private partnerships for the company in India and served as an aide to the CEO in California.

  Rishi earned a Bachelor's degree from Princeton and is a winner of the University's Class of 1901 Medal. He is also a former Trustee of Princeton University and has been recognized as by Crain's Detroit 40 under 40. Rishi is @rsjaitly on Twitter.
